First of all I know many will disagree to this but if you think about it, Skoll is a PvP server and people would want to pvp as soon as possible.

So basically what it does is when you use it, it makes your character into max level.
This can be a cash shop item than is really expensive. Maybe around 2550 credits.

Alternatively you can make a cash shop item that gives you 1 level per use ( Like a rare candy lol ).
Price could be around 100-200 credits for this.
